Victory's Envoy

At the beginning of combat on your turn, put a +1/+1 counter on another target creature you control.

At the beginning of your end step, put a +1/+1 counter on each creature you control. Untap those creatures.

At the beginning of your upkeep, remove a -1/-1 counter from each creature you control.

Persist (When this creature dies, if it had no -1/-1 counters on it, return it to the battlefield under its owner's control with a -1/-1 counter on it.)

Reach (This creature can block creatures with flying.)

At the beginning of combat on your turn, put a +1/+1 counter on target creature you control. It gains lifelink until end of turn. (Damage dealt by the creature also causes you to gain that much life.)

At the beginning of your end step, if you control two or more tapped creatures, put a +1/+1 counter on each creature you control other than this creature.

When this creature enters, put a +1/+1 counter on each other creature you control.
